 American Recovery and Reinvestment Act of 2009

President Obama has signed the American Recovery and Reinvestment Act into law. The legislation includes $19 billion to accelerate the adoption of electronic health records by physicians and hospitals. Beginning in 2011, under the Medicare and Medicaid reimbursement portions of the plan, physicians who meet certain criteria for meaningful use of a certified electronic health record could qualify for significant reimbursement, up to a maximum of $64,000.

 As part of President Obama’s economic stimulus package officially known as the American Recovery and investment Act of 2009 (or ARRA) approximately $20 Billion has been allocated to incentivize hospitals and physicians to adopt Healthcare IT technology such as Electronic Health Records and E-Prescribing. While the specific rules for administrating this program are still in development, we do know that the program will operate much like the CMS/Medicare incentives now in place for E-Prescribing. Similarly, Physicians must use a “certified” EHR, and will have to show “meaningful use” of that EHR software on an on-going basis through yet-to-be-established reporting procedures. EHR’s will require certification.

Certified Commission for Health Information Technology (CCHIT) is expected to be the criteria for approved EHRs. If they meet these requirements, physicians would receive substantial incentive payments through the Medicare and Medicaid reimbursement systems. Also like the E-Rx incentives, doctors that do not participate will begin to see penalties after a certain amount of time (beginning in 2015).

 This money will be available as incentives through the Medicare and Medicaid reimbursement systems to assist providers in adopting EHRs. Payments can be substantial if a physician fully participates in the program, starting at $18,000 in 2011 (for participation in year 2010) and over $40,000 over the life of the program. Medicare incentives will reach $44,000 with a 10% royalty in areas where physicians are in short supply. Medicaid incentives will reach $64,000 with 20% incentives for Pediatricians. Physicians cannot participate in both Medicare and Medicaid programs. You must choose one.

While provisions around the incentives will take time to clarify, we are encouraging doctors to begin planning now to make sure they are ready take advantage of the maximum reimbursement. We expect the demand to initiate and deploy a comprehensive EHR to escalate over the next 12 months. In order to accommodate all practices, you are encouraged to begin the process before the demand delays your implementation. There are over 200,000 practices in the 1-10 doctor range with only 4% using EHRs in a “meaningful way”. If a practice doesn’t implement in the next 12 months, they will not be eligible for the first year payments.

 McKesson has responded to the legislation with an Achieve HIT program for physicians. Achieve HIT is designed to help healthcare providers optimize and accelerate their efforts to improve care delivery as they put plans in place to achieve meaningful use and qualify for the new government incentives. As part of the Achieve HIT program, McKesson has provided an online information resource for physicians at www.mckesson.com/doctors. The company is also offering a free physician hotline at 1-877-EHR-1MCK, providing physicians or their staff the ability to talk with McKesson representatives about their electronic health record (EHR) requirements.

 Practice Partner® Patient Records is one of only few ambulatory electronic health record systems to have met CCHIT certification requirements every year since the inception of CCHIT in 2006. Most recently, Practice Partner Patient Records Version 9.3 became a CCHIT Certified® product for CCHIT Ambulatory EHR 2008 and Child Health. CCHIT Certified product certification designates that a health information technology product has been tested against a set of functionality (including electronic prescribing,) interoperability and security criteria and has passed inspection of 100 percent of the criteria.

We are excited to let you know that McKesson has applied for CCHIT certification for Medisoft Clinical as well. Medisoft Clinical combines Medisoft and McKesson Medisoft Clinical/Practice Partner EHR. Medisoft Clinical/Lytec Clinical and Practice Partner are now CCHIT certified 2009. McKesson Medisoft Clinical/Lytec Clinical/Practice Partner Patient Records Clinical also offers complete quality reporting capabilities through its dynamic processing technology that allows physicians to quickly search and report on clinical information. And, PPRNet, a practice-based quality improvement and research network, offers quarterly, practice-specific reports that measure clinical performance. This information is provided as an outline of the ARRA program. Specific details will require further government clarification and doctors are advised to read and understand the terms under which ARRA will operate.

01/10/08  - Google Programs Adversely Affecting Medisoft Products

 Our Customer Support Team has reported instances of Google software inadvertently causing errors and corrupting Medisoft data.  The programs include, but are not limited to: Google Earth, Desktop, Toolbar, Pack, and etcetera ad nauseam.

 If the recent installation of one of these products coincides with Medisoft issues, uninstalling the product and rebooting will determine if, in fact, the product has adversely affected Medisoft.  Conversely, if Medisoft is installed on a computer with existing Google products, uninstalling these products and rebooting may help determine if they are responsible for the errors.

 More detailed information will be added to this article as it becomes available.

Bad Claim Forms Have Been Sold -   Important Medicare Notice Regarding the Revised Form CMS-1500
 
CMS has decided to extend the acceptance period of the Form CMS-1500 (12-90) version beyond the original April 1, 2007 deadline while this situation is resolved. Medicare contractors will be directed to continue to accept the Form CMS-1500 (12-90) until notified by CMS to cease. At present, we are targeting June 1, 2007 as that date. I
 
How To Tell If You Have A Version of the Incorrectly Formatted Claim Form -
The following will help you to properly identify which form is which.
 
- The old version of the form contains "Approved OMB-0938-0008 FORM CMS-1500 (12-90)" on the bottom of the form (typically on the lower right corner) signifying the version is the December 1990 version.
- The revised version contains "Approved OMB-0938-0999 FORM CMS-1500 (08-05)" on the bottom of the form signifying the version is the August 2005 version.
 - The best way to identify if your CMS-1500 (08-05) version forms are correct is by looking at the upper right hand corner of the form. On properly formatted claim forms, there will be approximately a 1/4" gap between the tip of the red arrow above the vertically stacked word "CARRIER" and the top edge of the paper. If the tip of the red arrow is touching or close to touching the top edge of the paper, then the form IS NOT printed to specifications.

Attention: Only Medisoft Version 11 or higher software will allow you to send NPI numbers on claims, also only the Phoenix version 11 or higher electronic claims module will submit the NPI on electronic claims. Stratus electronic claims customers MUST migrate to Phoenix platform ASAP; May 23, 2007 is the deadline for electronic NPI claims.

Medisoft - Microsoft Vista Readiness Statement

Microsoft is preparing to make its newest operating system, Microsoft Windows Vista™, generally available to the public in early 2007. At this time, Medisoft has not yet completed full compatibility testing with Microsoft Windows Vista™. We do not recommend using any version of Medisoft with Microsoft Windows Vista™.

At this time, we know that Medisoft will not function with the Vista operating system. Therefore, Medisoft cannot make any guarantee of, or warranty the stability or functionality of, any version of Medisoft used in conjunction with Microsoft Windows Vista™. We expect compatibility testing to be complete this summer. A VAR/customer bulletin will be issued when Microsoft Windows Vista™ has satisfactorily passed all testing and is certified for use with Medisoft products.

It is our intention to have Medisoft Version 12 tested using Vista™ Business edition only, in both the 32- and 64-bit solutions. No other versions of Vista™ will be tested or supported. Medisoft Version 12 is the only version that will be updated for Vista™ compatibility.

Medisoft V12 sp2 and above are the only versions of Medisoft that will run on Visa
